The Journal of Industrial Economics was created in 1952 and initially published by Basil Blackwell. 

From the official announcement:

"The Journal will be especially devoted to the economicproblemsof industry and commerce. The intention is to publish articles of a scientific character, of value both to economistsand to businessmen.It will offer a medium to the academic industrial research work increasingly being carried on both in America and in Britain and also to the material arising inside business itself- important internal memorandumson problems facing a particular business or indus- try which are at present lost to a wider audience.The object will be a better knowl edge of general business problems and a contribution to economics as an academic subject and a guide to public and private poliicies through the development of economic doctrines concerning business structure and behavio. 

It is expected that the early issues of the Journal of Industrial Economics will include articles on the following subjects:

The future availability of raw materials
Forecasting demand, with special reference to a large electricy engineering firm
Price policy in the British iron and stell industry
Competition between gas and electricity
Decision-making in business
The control of capital expenditures
The operation of particular cartels in the interwar years
The economic factors in planning a large new steel works
The empoyment of economists in business
Problems in advertising
Factors in location an oil industry"

The first board of Editors was composed of P.W.S. Andrews (General Editor), official fellow of Nuffield College, Oxford; Sir Henry Clay, Honorary fellow and formerly Warden of Nuffield College, Oxford; Joel Dean, Professor of Business Economics, COlumbia University, partner in Joel Dean Associates; R.B. Heflebower, Professor of Economics, Northwestern University, Evanston; John Jewkes, C.B.E. Professor of Economic Organization, University of Oxford; E.S. Mason, Dean of the Graduate School of Public Administration and Professor of Economics, Harvard University.
